Welcome to our New Members

Two new members joined the OMS-Group: Joy Electronic Technology and Discovergy.

Joy Electronic develops and manufactures advanced smart metering solutions for cus­to­mers in more than 30 countries on all con­ti­nents. The company’s range of pro­ducts includes meters for water, electricity, gas and heat, as well as IoT & NB-IoT products, communication equipment, software and services. Joy Electronic realized numerous smart metering projects in China and worldwide as customized solutions and is constantly expanding its local presence with value-added services. The company’s manufacturing plant is equipped with test benches for smart meters and several in-house test laboratories under its mission of European Quality. Joy Electronic continuously invests over 50% of its annual revenue in R&D. The focus of the company is on sustainable growth, win-win solutions and the responsibility to help consumers, utilities and the industry to save energy.



As a leading full-stack provider for smart metering solutions, Discovergy wants to contribute to a successful energy transition. Customers benefit from real-time measurements that increase transparency and enable appliance-specific consumption feedback as well as the optimization of renewable energy self-consumption. Customers of Discovergy are energy consumers (private, business, industry, commerce) as well as utilities, energy providers, grid operators and mobile service providers. Discovergy developed its own smart meter gateway (“Meteroit”) that is used to make digital electricity and gas meters intelligent. The company’s range of products and services includes meter operation services for electricity and gas, visualization and billing solutions and full-stack solutions – for example for microgrid projects or intelligent metering systems.

Ready for Rollout

The first gas and water meters based on OMS Generation 4 have been certified by DVGW Cert, Europe’s largest gas and water industry certification body: smart meters by Landis+Gyr, Itron and Qundis. More OMS Generation 4 smart meters by Diehl Metering, Kamstrup and additional meters by Landis+Gyr have passed testing at the DVGW Cert laboratory by mid-December and will soon also be certified. Measuring instruments that comply with OMS Generation 4 meet strict data security requirements, including encryption and authentication with certificates. These smart meters can be used internationally, including all European Union member states.

From M-Bus to OMS Security

The publishing house of the German VDE Association for Electrical, Electronic & Information Technologies has published a third, revised and updated edition of its handbook on electricity meters. The spokespersons of the OMS-Group Dr. Werner Domschke and Andreas Bolder have written a chapter on M-Bus communication and the Open Metering System for this compendium. In chapter 9, “M-Bus: A Standardized Communication System for Measuring Instruments”, they look into the M-Bus standard (EN 13757-x) for remote reading meters and its further development in the OMS specification. The compendium “Handbuch Elektrizitätsmesstechnik” with 936 pages gives a comprehensive overview of the technology of current and future meters and auxiliary devices and describes the relevant standards and calibration regulations.

OMS General Meeting



The 2017 OMS-Group Annual General Meeting took place on November 23, 2017. In his opening remarks, Dr. Domschke looked back on the work of the last years. He noted that in Germany, OMS is well-known and has gained political recognition. The OMS specification is a mandatory part of the Technical Guideline BSI TR-03109 for smart meter systems of the Federal Office for Information Security (BSI). The Act on the Digitization of the Energy Transition provided the possibility to read OMS measuring devices for gas, thermal energy and water via the Smart Meter Gateway the electricity meters are also connected to. Moreover, the German Federal Cartel Office (Bundeskartellamt) gave honorable mention to the interoperable OMS system in its analysis of the sub-metering sector. Since the OMS specification strongly influenced the European standards of the EN 13757 series and these standards are recommended for smart metering in Europe by the European standardization organizations CEN, CENELC and ETSI, OMS is also relevant for Europe according to the EU M/441 standardization mandate.

The goals set by the founding members of the OMS-Group were met and exceeded. The Executive Board thanked all members and especially the members of the Working Groups for their excellent work.

Mr. Bolder then reported on the work of the Executive Board, and the Conveners of the Working Groups, Mr. Pahl, Mr. Feuchtmeier, Mr. van Dyck and Mr. Herz, reported on the activities in their groups in 2017.

After Mr. Grass presented the financial statements for 2016, the financial auditor Mr. André confirmed the proper use of the funds and recommended that the actions of the Executive Board should be approved for 2016. The attending members agreed. Mr. Grass then presented the draft budget for 2018, which was also approved by the General Meeting.

Mr. Bolder gave an account of the tasks for the next year and summarized the new aspects of the strategic development that need to be discussed (see news4all 3/2017). Members were again asked to participate in the member survey because the tasks for next year are to be adjusted according to the survey results.

OMS Website Relaunch

The MarDirect project team has successfully relaunched the OMS website. The new responsive full-size web design is optimized for search engines and all end devices, including tablets and smartphones. Among other things, the website navigation has been improved. The new context menus enable an easier and more intuitive handling and the new display of the product database allows a better overview of certified OMS devices.
